Independent energy assessments confirm quality of EIA's commercial buildings data

As part of an effort to make EIA’s energy consumption surveys as accurate and efficient as possible, EIA invited the National Research Council (NRC) to review the Commercial Buildings Energy Consumption Survey (CBECS) data-gathering process and make recommendations for improvements. The NRC suggested sending professional energy assessors to some sites and comparing the data obtained from the survey to the data collected by the assessors. Results from the energy assessment data collection have largely confirmed the quality of data gathered by CBECS interviewers.

Crude oil prices remained within the range established over the previous three months. The North Sea Brent front month futures price settled at $47.98 per barrel (b) on November 5, an increase of 29 cents/b since October 1. The West Texas Intermediate (WTI) front month futures price settled at $45.20/b on November 5, rising by 46 cents/b over the same time.

EIA forecasts that Brent crude oil prices will average $54/b in 2015 and $56/b in 2016. The 2015 forecast price is unchanged from last month's STEO, and the 2016 forecast price is $2/b lower. Forecast West Texas Intermediate (WTI) crude oil prices average $4/b lower than the Brent price in 2015 and $5/b lower in 2016. The current values of futures and options contracts for February 2016 delivery (Market Prices and Uncertainty Report) suggest the market expects WTI prices to range from $35/b to $66/b (at the 95% confidence interval) in February 2016.

Number 24 in a series of reports required by section 1245 (d) (4) (A) of the National Defense Authorization Act for Fiscal Year 2012, which requires that, not later than 60 days from enactment and every 60 days thereafter, the U.S. Energy Information Administration (EIA) “submit to Congress a report on the availability and price of petroleum and petroleum products produced in countries other than Iran in the 60-day period preceding the submission of the report.”

Alaskan crude oil production data for September 2015 have been revised in this re-release of the Petroleum Supply Monthly (PSM). Alaskan crude oil production in the PSM released on November 30, 2015 was 409 thousand barrels per day. Revised Alaskan crude oil production is 472 thousand barrels per day. There were also corrections to biodiesel production and inventory data in Petroleum Administration for Defense Districts (PADDs) 4 and 5. Biodiesel production and stocks were unchanged at the U.S. level.
Drilling Productivity Report

EIA’s monthly Drilling Productivity Report (DPR) has been released. The DPR takes a fresh look at oil and natural gas production, starting with an assessment of how and where drilling for hydrocarbons is taking place. It uses recent data on the total number of drilling rigs in operation along with estimates of drilling productivity and estimated changes in production from existing oil and natural gas wells to provide estimated changes in oil and natural gas production for seven key fields.
Updated Spent Nuclear Fuel Data

EIA recently released spent nuclear fuel data collected on the Form GC-859, Nuclear Fuel Data Survey. The survey collects data from all utilities operating commercial, light-water nuclear reactors in the United States and from all others possessing irradiated fuel from commercial U.S. nuclear reactors. Data are collected on all discharged nuclear fuel assemblies, projected assembly discharges, nuclear fuel storage capacities and inventories, reactor operating history, other fuel and nonfuel radioactive waste, and low-level waste resulting from decommissioning operations.

The U.S. Energy Information Administration released new data today showing national and regional monthly biodiesel production for September 2015. In addition to biodiesel production, data included producer sales, producer stocks, and feedstock inputs.

The December 2015 Petroleum Marketing Monthly (PMM), with data through September 2015, presents monthly and annual price and volume statistics covering crude oil and refined products sales in the United States.
In this issue of the PMM, preliminary data show mixed trends for crude oil prices, while refiner prices for gasoline and distillates continued to decline in September. U.S.-level Prime Supplier data show gasoline and No. 2 distillate sales remained above year-ago levels, while sales of propane were lower than the volume seen at same time last year.
Monthly Crude Oil and Natural Gas Production

Starting this month, EIA is reporting survey-based crude oil production estimates by API gravity for the individually-surveyed EIA-914 states. For the Lower 48 total (Alaska is not reported), monthly oil production starting with January 2015 is distributed across nine API categories and an "Unknown" category to accommodate production volumes to which survey respondents did not assign an API designation. At the individual state/area level, production volumes in the "Unknown" category are proportionately distributed to the nine API categories, which are then combined into four categories in order to avoid disclosure of company-specific data. See Table 5 in the "Additional data and methodology" section at the right for Excel and PDF versions of production estimates by API category.

• In September, dry natural gas production was the highest for the month since EIA began reporting dry natural gas production data in 1997. Preliminary dry natural gas production for September 2015 was 2,288 billion cubic feet (Bcf), or 76.3 Bcf/day. This level was a 4.2 Bcf/day (5.8%) increase from production of 72.1 Bcf/day in September 2014.
• September’s dry natural gas consumption level was the highest on record for the month. Preliminary total natural gas consumption for September 2015 was 1,921 Bcf, or 64.0 Bcf/day. This level was an increase of 5.7% from 1,818 Bcf in September 2014, or 3.4 Bcf/day.
• Year-over-year total consumption of dry natural gas in September decreased in three of the four consuming sectors, with the exception being electric power deliveries, which again increased significantly year to year. Deliveries of natural gas by consuming sector in September were as follows:
o Residential deliveries were 108 Bcf, or 3.6 Bcf/day, down 11.5% from 4.1 Bcf/day in September 2014.
o Commercial deliveries were 138 Bcf, or 4.6 Bcf/day, down 7.4% from 5.0 Bcf/day in September 2014.
o Industrial deliveries were 577 Bcf, or 19.2 Bcf/day, down 2.0% from 19.6 Bcf/day in September 2014.
o Electric power deliveries were 902 Bcf, or 30.0 Bcf/day, up 16.7% from 25.8 Bcf/day in September 2014.

Monthly data on rail movements of crude oil have been updated for September 2015. Crude oil movements by rail have significantly increased over the past five years. The new data on crude-by-rail (CBR) movements are also fully integrated with EIA’s existing monthly petroleum supply statistics, which already include crude oil movements by pipeline, tanker, and barge.

These data measure primary petroleum product deliveries into the states where they are locally marketed and consumed.
U.S. Energy-Related Carbon Dioxide Emissions, 2014

U.S. Energy Information Administration releases its online analysis of 2012 energy-related carbon dioxide emissions today. It indicates U.S. carbon dioxide emissions from the consumption of fossil fuels were 5,290 million metric tons carbon dioxide in 2012, a decrease of almost 4 percent from the 2011 level. Energy-related carbon dioxide emissions have declined in five of the last seven years and are the lowest they have been since 1994.
U.S. Crude Oil and Natural Gas Proved Reserves

U.S. crude oil proved reserves increased in 2014 for the sixth year in a row with a net addition of 3.4 billion barrels of proved oil reserves (a 9% increase), according to U.S. Crude Oil and Natural Gas Proved Reserves, 2014, released today by the U.S. Energy Information Administration (EIA). U.S. natural gas proved reserves increased 10% in 2014, raising the U.S. total to a record 388.8 trillion cubic feet.

Libya holds the largest amount of proved crude oil reserves in Africa and the fifth-largest amount of proved natural gas reserves on the continent. Libya’s hydrocarbon production and exports have been substantially affected by civil unrest over the past few years. The situation in Libya has recently become even more complicated as vital oil infrastructure has been attacked or caught in cross fire, leading to severe damage that would take months, or maybe years, to repair. Most of the country’s oil production continues to be disrupted.
