The Southern California Gas Company (SoCalGas) announced on May 7, 2021, that it would temporarily halt natural gas storage injection and withdrawal activity at the Aliso Canyon Natural Gas Storage Facility (Aliso Canyon) from May 9 to May 24 to complete field testing as part of its Storage Integrity Management Plan. Aliso Canyon, located in Los Angeles, California, has a current allowable working natural gas capacity of 34 billion cubic feet (Bcf).
Short-Term Energy Outlook

The May Short-Term Energy Outlook (STEO) remains subject to heightened levels of uncertainty because responses to COVID-19 continue to evolve. Economic activity has increased significantly after reaching multiyear lows in the second quarter of 2020. The increase in economic activity and easing of COVID-19-related restrictions have contributed to rising energy use. U.S. gross domestic product (GDP) declined by 3.5% in 2020 from 2019 levels. This STEO assumes U.S. GDP will grow by 6.2% in 2021 and by 4.3% in 2022. The U.S. macroeconomic assumptions in this outlook are based on forecasts by IHS Markit. Our forecast assumes continuing economic growth and increasing mobility with easing COVID-19-related restrictions, and any developments that would cause deviations from these assumptions would likely cause energy consumption and prices to deviate from our forecast.

Monthly data on rail movements of crude oil have been updated for February 2021. Crude oil movements by rail have significantly increased during the past five years. The data on crude-by-rail (CBR) movements are also fully integrated with EIA’s existing monthly petroleum supply statistics, which already include crude oil movements by pipeline, tanker, and barge.

In February 2021, for the 10th consecutive month, dry natural gas production decreased year over year for the month. The preliminary level for dry natural gas production in February 2021 was 2,417 billion cubic feet (Bcf), or 86.3 billion cubic feet per day (Bcf/d). This level was 8.4 Bcf/d (-8.9%) lower than the February 2020 level of 94.7 Bcf/d. Despite this year-over-year decrease, the average daily rate of dry production was the third highest for the month since EIA began tracking monthly dry production in 1973.

Natural gas storage capacity remained essentially unchanged in 2020. Design capacity reported a small increase, and demonstrated peak capacity reported a small decrease, compared with the previous year.

This recent update to the Coal Transportation Rates to the Electric Power Sector web page incorporates final Form EIA-923 data for 2019 and preliminary data for 2020. In 2008, EIA began collecting the commodity cost of all coal delivered to power plants with a combined nameplate capacity of 50 megawatts or greater on Form EIA-923, Power Plant Operations Report. Because we already collect delivered cost for the same shipments, we calculate a proxy for transportation cost by subtracting the commodity cost from the delivered cost. On Form EIA-923, the owners or operators of all applicable plants must provide the quantity (in tons), commodity cost, and total delivered cost (both in cents per million British thermal units) of all coal shipments by fuel supplier and by month.
