Aliso Canyon natural gas storage use suspended until early August

The Southern California Gas Company (SoCalGas)—the owner and operator of the Aliso Canyon natural gas storage field (Aliso Canyon)—announced on July 20, 2020, that it will restrict injections and withdrawals of natural gas from July 22 to August 6, 2020, as part of a high-inventory shut-in maintenance event. As part of its overall system, SoCalGas operates three other storage fields (Honor Rancho, La Goleta, and Playa del Rey), but these fields will be unaffected by this announcement. Earlier this year (April 15–April 29, 2020) SoCalGas scheduled another temporary Aliso Canyon closure, which disallowed injections and withdrawals as part of a low-inventory maintenance event.

Pacific region working natural gas stocks rebound

Working natural gas stocks in the Pacific region of the United States were 310 billion cubic feet (Bcf), or 20 Bcf, above the current five-year average as of July 3, 2020. Pacific region stocks have lagged their rolling five-year average for years because of the effective loss of working natural gas capacity at Aliso Canyon, sustained decreases in natural gas deliveries as a result of maintenance and repairs, and extreme weather. However, so far in 2020, natural gas supplies in the Pacific region, which include local production and net natural gas inflows by pipelines, have outpaced demand in the Pacific region, especially in California, and have contributed to increased net injections of natural gas that have resulted in larger inventories (see charts below).

The July Short-Term Energy Outlook (STEO) remains subject to heightened levels of uncertainty because mitigation and reopening efforts related to the 2019 novel coronavirus disease (COVID-19) continue to evolve. Reduced economic activity related to the COVID-19 pandemic has caused changes in energy supply and demand patterns in 2020. Uncertainties persist across the U.S. Energy Information Administration’s (EIA) outlook for all energy sources, including liquid fuels, natural gas, electricity, coal, and renewables. The STEO is based on U.S. macroeconomic forecasts by IHS Markit, which assumes U.S. gross domestic product declined by 6.4% in the first half of 2020 from the same period a year ago before rising from the third quarter of 2020 through 2021.

U.S. coal production during the first quarter of 2020 totaled 149.1 million short tons (MMst), which was 9.8% lower than the previous quarter and 17% lower than the first quarter of 2019. First-quarter 2020 U.S. coal exports (20 MMst) decreased 2.1% from the fourth-quarter 2019 level and decreased 20.8% from the first-quarter 2019 level. U.S. coal imports in the first quarter of 2020 totaled 1.3 MMst. All data for 2018 and previous years are final. All data for 2019 and 2020 are preliminary.

In April 2020, for the 36th consecutive month, dry natural gas production increased year to year for the month. The preliminary level for dry natural gas production in April 2020 was 2,772 billion cubic feet (Bcf), or 92.4 Bcf/d. This level was 2.0 Bcf/d (2.2%) higher than the April 2019 level of 90.4 Bcf/d. The average daily rate of dry production was the highest for the month since EIA began tracking monthly dry production in 1973.

The data on crude-by-rail (CBR) movements are also fully integrated with EIA’s existing monthly petroleum supply statistics, which already include crude oil movements by pipeline, tanker, and barge.

Preliminary data indicate that in March 2020, U.S. total primary energy consumption equaled 7.8 quadrillion British thermal units (Btu), a 10% decrease from March 2019. The electric power sector accounted for 35% of the total, the transportation sector for 26%, the industrial sector for 24%, the residential sector for 9%, and the commercial sector for 6%.

Consumption of natural gas for power generation was up 3.3 percent compared to April 2019. The average residential retail price of electricity for April 2020 was down 0.1 percent from what it had been in April 2019.
