The November Short-Term Energy Outlook (STEO) remains subject to heightened levels of uncertainty because responses to COVID-19 continue to evolve. Reduced economic activity related to the COVID-19 pandemic has caused changes in energy demand and supply patterns in 2020 and will continue to affect these patterns in the future. U.S. gross domestic product (GDP) declined by 4.4% in the first half of 2020 compared with the same period a year ago. GDP began rising in the third quarter of 2020, and this STEO assumes it will grow by 3.7% from 2020 to 2021. The U.S. macroeconomic assumptions in this outlook are based on forecasts by IHS Markit.

Natural Gas Monthly

In August 2020, for the fourth consecutive month, dry natural gas production decreased year over year for the month. The preliminary level for dry natural gas production in August 2020 was 2,801 billion cubic feet (Bcf), or 90.4 Bcf/d. This level was 4.5 Bcf/d (-4.7%) lower than the August 2019 level of 94.8 Bcf/d. Despite this year-over-year decrease, the average daily rate of dry production was the second highest for the month since the U.S. Energy Information Administration (EIA) began tracking monthly dry production in 1973.

The data on crude-by-rail (CBR) movements are also fully integrated with EIA’s existing monthly petroleum supply statistics, which already include crude oil movements by pipeline, tanker, and barge.

Data in the October 2020 Electric Power Monthly (EPM) are for August 2020, during which net generation in the United States fell 0.4 percent from the August 2019 level. Consumption of natural gas for power generation was down 0.1 percent compared to August 2019. The average residential retail price of electricity for August 2020 was down 0.1 percent from what it had been in August 2019.

The Energy Efficiency Gap and Energy Price Responsiveness in Food Processing

This report estimates stochastic frontier energy demand functions with non-public, plant-level data from the U.S. Census Bureau to measure the energy efficiency gap and energy price elasticities in the food processing industry. Estimates of the energy efficiency gap are smaller but empirically more reasonable when using this new estimation methodology. Own-prices are generally inelastic with little evidence of fuel or electricity substitution.

ERCOT increasingly meets rising demand with solar, wind, and batteries ›

Since 2021, electricity demand within the Texas electricity grid operated by the Electric Reliability Council of Texas (ERCOT) has steadily increased. In the first nine months of 2025, electricity demand in ERCOT, which manages about 90% of the state's load, reached a record high compared with the same period in previous years. Over those same months, ERCOT had the fastest electricity demand growth among U.S. electricity grids between 2024 and 2025. From January through September 2025, demand for electric power in ERCOT increased 5% compared with the same period in 2024 to 372 terawatthours (TWh), 23% more than the same months in 2021. Since 2023, wind and solar generation, especially utility-scale solar, have been the fastest-growing sources of electricity in ERCOT and are increasingly meeting rising demand. More
