Egypt Country Analysis Brief

Egypt is the largest non-OPEC oil producer in Africa and the third-largest dry natural gas producer on the continent. The country also serves as a major transit route for oil shipped from the Persian Gulf to Europe and to the United States. Substantial natural gas discoveries have generated significant interest among business investors and may potentially boost production and allow Egypt to become a net exporter again in the medium term.

Data in the May 2018 Electric Power Monthly (EPM) are for March 2018 when net generation in the United States was 0.1% lower than the March 2017 level. Consumption of natural gas for power generation was up 8.9% compared with the level in March 2017. The average residential retail price of electricity for March 2018 was 0.8% higher than it was in March 2017.
Data for Puerto Rico—electricity sales, revenue, customers, and average electricity prices—are now available in Chapter 8.

In December 2017, the passage of Public Law 115-97 required the Secretary of the Interior to establish and administer a competitive oil and natural gas program for the leasing, development, production, and transportation of oil and natural gas in and from the Coastal Plain (Section 1002 Area) of the Arctic National Wildlife Refuge (ANWR). Previously, ANWR was effectively under a drilling moratorium. Because this law was passed after the modeling for the Annual Energy Outlook 2018 (AEO2018) was completed, this article investigates the impact of this law change on the Reference case projections in the AEO2018.

Alternative Policies in Power Generation and Energy Demand Markets

EIA analyzes sensitivities around policies affecting the U.S. energy system using alternative scenarios to the Annual Energy Outlook 2018 (AEO2018) Reference case in the areas of renewable electric generation and end-use efficiency. This article presents results from two sets of alternative policy scenarios. The first set of cases looks at renewable tax credits and examines the impacts of tariffs on imported solar photovoltaic (PV) cells and modules. The second set of cases examines changes to end-use efficiency policies, including joint Corporate Average Fuel Economy (CAFE) and Greenhouse Gas (GHG) Emissions standards for light-duty vehicles (LDVs) and efficiency standards for residential and commercial equipment.

Short-Term Energy Outlook

Brent crude oil spot prices averaged $72 per barrel (b) in April, an increase of $6/b from the March level and the first time monthly Brent crude oil prices have averaged more than $70/b since November 2014. EIA forecasts Brent spot prices will average $71/b in 2018 and $66/b in 2019, which are $7/b and $3/b higher, respectively, than in the April STEO. EIA expects West Texas Intermediate (WTI) crude oil prices to average $5/b lower than Brent prices in both 2018 and 2019. NYMEX WTI futures and options contract values for August 2018 delivery traded during the five-day period ending May 3, 2018, suggest a range of $54/b to $84/b encompasses the market expectation for August 2018 WTI prices at the 95% confidence level.

In February 2018, for the ninth consecutive month, dry natural gas production increased year-to-year from the same month a year ago. The preliminary level for dry natural gas production in February 2018 was 2,203 billion cubic feet (Bcf), or 78.7 Bcf/day. This level was 7.1 Bcf/day (10.0%) higher than the February 2017 level of 71.5 Bcf/day. The average daily rate of dry natural gas production for February was the highest for the month since EIA began tracking monthly dry production in 1973.
