The January 2016 Petroleum Marketing Monthly (PMM), with data through October 2015, presents monthly and annual price and volume statistics covering crude oil and refined products sales in the United States.
In this issue of the PMM, preliminary October data show crude oil prices rose in all sales categories, while refiner prices for gasoline continued to fall. U.S.-level Prime Supplier data show propane sales rose in October, but were 18.8% below the rate seen at this time last year.

Monthly Crude Oil and Natural Gas Production

EIA is providing estimates for crude oil production (including lease condensate) based on data from the EIA-914 survey. Survey-based monthly production estimates starting with January 2015 are provided for Arkansas, California, Colorado, Kansas, Louisiana, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Pennsylvania, Texas, Utah, West Virginia, Wyoming, and the Federal Gulf of Mexico. For all remaining oil-producing states and areas not individually covered by the EIA-914, production estimates are based on the previous methodology (using lagged state data).
Natural Gas Monthly

• In October, dry natural gas production was the highest for the month since EIA began reporting dry natural gas production data in 1973. Preliminary dry natural gas production for October 2015 was 2,303 billion cubic feet (Bcf), or 74.3 Bcf/day. This level was a 1.5 Bcf/day (2.1%) increase from production of 72.7Bcf/day in October 2014.
• October’s dry natural gas consumption level was the highest on record for the month. Preliminary total natural gas consumption for October 2015 was 2,002 Bcf, or 64.6 Bcf/day. This level was an increase of 4.3% from 1,920 Bcf in October 2014, or 2.6 Bcf/day.
• Year-over-year total consumption of dry natural gas in October decreased in two of the four consuming sectors, with the exceptions being industrial, which increased slightly, and electric power deliveries, which increased significantly year to year. Deliveries of natural gas by consuming sector in October were as follows:
o Residential deliveries were 200 Bcf, or 6.5 Bcf/day, down 5.7% from 6.8 Bcf/day in October 2014.
o Commercial deliveries were 193 Bcf, or 6.2 Bcf/day, down 4.5% from 6.5 Bcf/day in October 2014.
o Industrial deliveries were 612 Bcf, or 19.7 Bcf/day, up 0.7% from 19.6 Bcf/day in October 2014.
o Electric power deliveries were 797 Bcf, or 25.7 Bcf/day, up 13.2% from 22.7 Bcf/day in October 2014.
Monthly Biodiesel Production Report

The U.S. Energy Information Administration released new data today showing national and regional monthly biodiesel production for October 2015. In addition to biodiesel production, data included producer sales, producer stocks, and feedstock inputs.
U.S. Movements of Crude Oil By Rail

Monthly data on rail movements of crude oil have been updated for October 2015. Crude oil movements by rail have significantly increased over the past five years. The new data on crude-by-rail (CBR) movements are also fully integrated with EIA’s existing monthly petroleum supply statistics, which already include crude oil movements by pipeline, tanker, and barge.

Independent energy assessments confirm quality of EIA's commercial buildings data

As part of an effort to make EIA’s energy consumption surveys as accurate and efficient as possible, EIA invited the National Research Council (NRC) to review the Commercial Buildings Energy Consumption Survey (CBECS) data-gathering process and make recommendations for improvements. The NRC suggested sending professional energy assessors to some sites and comparing the data obtained from the survey to the data collected by the assessors. Results from the energy assessment data collection have largely confirmed the quality of data gathered by CBECS interviewers.

Crude oil prices remained within the range established over the previous three months. The North Sea Brent front month futures price settled at $47.98 per barrel (b) on November 5, an increase of 29 cents/b since October 1. The West Texas Intermediate (WTI) front month futures price settled at $45.20/b on November 5, rising by 46 cents/b over the same time.

EIA forecasts that Brent crude oil prices will average $54/b in 2015 and $56/b in 2016. The 2015 forecast price is unchanged from last month's STEO, and the 2016 forecast price is $2/b lower. Forecast West Texas Intermediate (WTI) crude oil prices average $4/b lower than the Brent price in 2015 and $5/b lower in 2016. The current values of futures and options contracts for February 2016 delivery (Market Prices and Uncertainty Report) suggest the market expects WTI prices to range from $35/b to $66/b (at the 95% confidence interval) in February 2016.

Number 24 in a series of reports required by section 1245 (d) (4) (A) of the National Defense Authorization Act for Fiscal Year 2012, which requires that, not later than 60 days from enactment and every 60 days thereafter, the U.S. Energy Information Administration (EIA) “submit to Congress a report on the availability and price of petroleum and petroleum products produced in countries other than Iran in the 60-day period preceding the submission of the report.”

Alaskan crude oil production data for September 2015 have been revised in this re-release of the Petroleum Supply Monthly (PSM). Alaskan crude oil production in the PSM released on November 30, 2015 was 409 thousand barrels per day. Revised Alaskan crude oil production is 472 thousand barrels per day. There were also corrections to biodiesel production and inventory data in Petroleum Administration for Defense Districts (PADDs) 4 and 5. Biodiesel production and stocks were unchanged at the U.S. level.
Drilling Productivity Report

EIA’s monthly Drilling Productivity Report (DPR) has been released. The DPR takes a fresh look at oil and natural gas production, starting with an assessment of how and where drilling for hydrocarbons is taking place. It uses recent data on the total number of drilling rigs in operation along with estimates of drilling productivity and estimated changes in production from existing oil and natural gas wells to provide estimated changes in oil and natural gas production for seven key fields.
Updated Spent Nuclear Fuel Data

EIA recently released spent nuclear fuel data collected on the Form GC-859, Nuclear Fuel Data Survey. The survey collects data from all utilities operating commercial, light-water nuclear reactors in the United States and from all others possessing irradiated fuel from commercial U.S. nuclear reactors. Data are collected on all discharged nuclear fuel assemblies, projected assembly discharges, nuclear fuel storage capacities and inventories, reactor operating history, other fuel and nonfuel radioactive waste, and low-level waste resulting from decommissioning operations.
