India was the fourth largest energy consumer in the world after China, the United States, and Russia in 2011. Although the country depends heavily on imported crude oil, mostly from the Middle East, Indian oil companies increasingly purchase stakes in overseas oil fields and have developed world-class refineries that export petroleum products around the world. Coal is India's primary source of energy, and coal supplies mostly go to the power sector. Because of insufficient fuel supply, the country suffers from a severe shortage of electricity generation, leading to rolling blackouts. India relies increasingly on imported natural gas and imported coal in electricity generation. Rural areas that lack access to the electric grid rely on traditional biomass for cooking, heating, and lighting.

The fifteenth in a series of reports required by section 1245 (d) (4) (A) of the National Defense Authorization Act for Fiscal Year 2012, which requires that, not later than 60 days from enactment and every 60 days thereafter, the U.S. Energy Information Administration (EIA) “submit to Congress a report on the availability and price of petroleum and petroleum products produced in countries other than Iran in the 60-day period preceding the submission of the report.”

Respondents are operators of all operating and idle petroleum refineries (including new refineries under construction) and refineries shut down during the previous year, located in the 50 States, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, and other U.S. possessions.

These data measure primary petroleum product deliveries into the states where they are locally marketed and consumed.

The U.S. Energy Information Administration (EIA) estimates that total sales of fossil fuels from production1 on federal and Indian lands decreased by 7% during fiscal year 2013. The decrease in production on federal lands alone was also 7%. Sales from production on Indian lands, which account for less than 7% of total federal and Indian lands production, increased by 9%.

Record winter withdrawals create summer storage challenges

On June 6, a net natural gas storage injection of 107 billion cubic feet (Bcf) brought natural gas working inventories in the contiguous United States to 1,606 Bcf. Strong injections over the past five weeks raised storage levels well above where they were on May 2, when a 74-Bcf injection ended seven consecutive weeks of storage levels that were less than 1 trillion cubic feet (Tcf). This was the longest period of time that storage remained below 1 Tcf since 2003. Although strong injections have brought storage up considerably since then, working inventories remain at an 11-year low, presenting a challenge for storage operators during the 2014 injection season (April through October) of building sufficient inventories for the upcoming winter.

International crude oil futures prices rebounded in April and approached the top of their recent trading range. The North Sea Brent front month futures price settled at $107.76 per barrel (bbl) on May 1, an increase of $2.14/bbl from April 1. West Texas Intermediate (WTI) prices at the start of May were near the same levels as the beginning of April. The front month WTI contract settled at $99.42/bbl on May 1, a slight decrease of $0.32/bbl since April 1.

North Sea Brent crude oil spot prices increased from a monthly average of $108/barrel (bbl) in April to $110/bbl in May. This was the 11th consecutive month in which the average Brent crude oil spot price fell within a relatively narrow range of $107/bbl to $112/bbl. The discount of West Texas Intermediate (WTI) crude oil to Brent crude oil, which averaged more than $13/bbl from November through January, fell below $4/bbl in early April before increasing to an average of $7/bbl in May. EIA projects Brent crude oil prices to average $108/bbl in 2014 and $102/bbl in 2015 and the WTI discount to Brent to average $9/bbl and $11/bbl in 2014 and 2015, respectively.

EIA’s ninth Drilling Productivity Report (DPR) has been released. The DPR takes a fresh look at oil and natural gas production, starting with an assessment of how and where drilling for hydrocarbons is taking place. It uses recent data on the total number of drilling rigs in operation along with estimates of drilling productivity and estimated changes in production from existing oil and natural gas wells to provide estimated changes in oil and natural gas production for six key fields.

The June 2014 Petroleum Marketing Monthly, with data through March 2014, presents monthly and annual volume and price statistics covering sales of crude oil and refined products in the United States.
In this month’s issue, final monthly and annual average data for 2013 are published in Tables 1, 1A, and 18-27. Preliminary March 2014 data show mixed trends for crude oil prices, while refiner retail and wholesale prices for gasoline show significant increases. In contrast, refiner prices for No. 2 distillates retreated from last month’s levels. Prime Supplier data at the national level show gasoline and ultra-low sulfur diesel fuel sales continued to rise during March.

The United Kingdom is the largest producer of oil and the second-largest producer of natural gas in the European Union. Following years of exports of petroleum and natural gas, the UK became a net importer of all fossil fuels for the first time in 2013. The UK government has developed key energy policies to address the domestic production declines. These include: using enhanced recovery from current and maturing oil and gas fields, promoting energy efficiency, decreasing the use of fossil fuels, promoting energy trade cooperation with Norway, and investing heavily in renewable energy.

The U.S. Energy Information Administration released new data today showing national and regional monthly biodiesel production for March 2014. In addition to biodiesel production, data included producer sales, producer stocks, and feedstock inputs.

Preliminary dry gas production for March 2014 of 2,130 billion cubic feet (Bcf), or 68.7 Bcf/day, is the highest on record for any month.
Preliminary total consumption for March 2014 dropped to 2,557 Bcf, or 82.5 Bcf per day, from February’s revised 98.3 Bcf/day. However, it is still the highest on record for March, an increase of just under 2% from March 2013.
Deliveries of 682 Bcf, or 22.0 Bcf/day, to industrial consumers for March 2014 are slightly lower than last month’s record, on a per-day basis, of 23.7 Bcf/day but are the highest on record for the month of March. Commercial deliveries (418 Bcf, or 13.5 Bcf/day) are the highest ever for March. Residential deliveries of 700 Bcf, or 22.6 Bcf/day, are the highest for March since 1996.
Beginning with this edition of the Natural Gas Monthly, Heating Value data are shown in Table 2. Heating value is the average number of British thermal units per cubic foot of natural gas as reported on Forms EIA-857 and EIA-176.

This paper provides a short-term forecast of domestic production by crude type, supplementing the overall production forecast provided in STEO. Forecasts of production by crude type matter for several reasons. First, U.S. crude streams vary widely in quality. Second, the economics surrounding various options for the domestic use of additional domestic oil production are directly dependent on crude quality characteristics. Third, actual or potential export values also vary significantly with quality characteristics.
