Refinery Capacity Report

Data series include fuel, electricity, and steam purchased for consumption at refineries; refinery receipts of crude oil by method of transportation; and current and projected atmospheric crude oil distillation, and downstream charge capacities and production capacity of selected products. Respondents operate all operating and idle petroleum refineries (including new refineries under construction) and refineries shut down during the previous year. These refineries are located in the 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and other U.S. possessions.

Global Surplus Crude Oil Production Capacity 1970–2021

We have extended our annual crude oil surplus capacity estimates for current OPEC members back to 1970, and we have also added estimates for non-OPEC countries (including both former members of OPEC as well as non-OPEC countries). This extended data series provides historical context for analyzing current market conditions. The new annual surplus capacity data series is based almost entirely on EIA data, including our International Energy Statistics production data, our Short-Term Energy Outlook, and our International Energy Outlook, and uses a consistent definition of capacity throughout the time series (effective production capacity).

We do not collect the data on an EIA survey, but rather we compile the data from various sources including trade press, pipeline company websites, and government agencies. These data are not a forecast. They represent last-known public information on projects, as of June 3, 2022. We will update this spreadsheet twice a year.
Short-Term Energy Outlook

The June Short-Term Energy Outlook (STEO) is subject to heightened levels of uncertainty resulting from a variety of factors, including Russia’s full-scale invasion of Ukraine. Global macroeconomic assumptions in STEO are from Oxford Economics and include global GDP growth of 3.1% in 2022 and 3.4% in 2023, compared with growth of 6.0% in 2021. A range of potential macroeconomic outcomes could affect energy markets in the forecast period. Factors driving energy supply uncertainty include how sanctions affect Russia’s oil production, the production decisions of OPEC+, and the rate at which U.S. oil and natural gas producers increase drilling.
Alternative Weather Assumptions for AEO2022

EIA presents alternative cases to the Annual Energy Outlook 2022 (AEO2022) that investigate how weather affects residential and commercial building energy demand. These cases focus on different cooling and heating degree day projections—indicators of space heating and space cooling energy demand, respectively—relative to other AEO cases. This Issues in Focus article examines how changes in degree days can change space heating and cooling consumption in buildings and how changes in energy demand from buildings affects energy prices, generation mix, and emissions.
