Short Term Energy Outlook - Market Prices and Uncertainty Report

Crude oil prices declined in the latter half of February and into the first week of March. The Brent front month futures contract settled at $111.15 per barrel on March 7, $5.61 per barrel lower than its settlement price on February 1. The West Texas Intermediate (WTI) crude oil front month futures price followed a similar price path to Brent, declining by $6.21 per barrel since February 1 to settle at $91.56 on March 7.

• The weekly U.S. average regular gasoline retail price fell in early March for the first time since mid-December. The March 11 average was $3.71 per gallon, down $0.07 per gallon from February 25. EIA expects that lower crude oil prices will result in monthly average regular gasoline prices staying near the February average of $3.67 per gallon over the next few months, with the annual average regular gasoline retail price declining from $3.63 per gallon in 2012 to $3.55 per gallon in 2013 and $3.38 per gallon in 2014. Energy price forecasts are highly uncertain and the current values of futures and options contracts suggest that prices could differ significantly from this forecast.

Many international energy companies operate retail networks and regional headquarters in Singapore, which has world-class refining facilities and infrastructure. However, the country has no domestic oil reserves and must import all of its crude oil.

In this issue of the Petroleum Marketing Monthly, final revisions to 2010 and 2011 monthly and annual crude oil statistics are included in Tables 1, 1A, and 18-27. Preliminary December 2012 data show crude oil price trends were mixed, while sales data for gasoline, diesel fuel, and other finished products show prices continued to decline. Prime Supplier data show U.S. consumption of gasoline and diesel fuel fell from November levels.

Natural Gas Monthly

The February 2013 Natural Gas Monthly, featuring data for December 2012, has been released. • Monthly dry production of 2,041 billion cubic feet (Bcf), or 65.8 Bcf /day, decreased slightly over the revised November production of 1,994 Bcf, or 66.5 Bcf/day. December’s total consumption of 2,472 Bcf showed a two percent decrease year-on-year. • Preliminary annual totals for 2012 show record dry production of 24.0 trillion cubic feet (Tcf), a five percent increase over 2011. Gains in gas use for generation led to a consumption record of 25.5 Tcf, a four percent increase over 2011.

The Availability and Price of Petroleum and Petroleum Products Produced in Countries Other Than Iran

The seventh in a series of reports required by section 1245 (d) (4) (A) of the National Defense Authorization Act for Fiscal Year 2012, which requires that, not later than 60 days from enactment and every 60 days thereafter, the U.S. Energy Information Administration (EIA) “submit to Congress a report on the availability and price of petroleum and petroleum products produced in countries other than Iran in the 60-day period preceding the submission of the report.”

The U.S. Energy Information Administration (EIA) expects U.S. crude oil production to continue rising over the next two years represented in the Short-Term Energy Outlook (STEO).

Gabon is the sixth-largest oil producer in Sub-Saharan Africa. Aging oil fields, coupled with the lack of major new finds, have caused oil output to decline by about one-third since its peak in 1997. However, the rate of decline has slowed in recent years, as international oil companies operating in the country invested in life-expansion projects at mature fields and brought online moderate levels of new production. Currently, there is heightened interest in Gabon’s offshore pre-salt potential. Since 2011, there have been a few discoveries; however, appraisal and exploratory drilling will continue to determine whether field development at those sites is economically viable.

Crude oil prices moved higher in January and out of the trading range they had been in for much of fourth quarter 2012 (Figure 1). The Brent front month futures contract averaged $112.35 per barrel in January, an increase of about $3 per barrel from its December average, and denoted the highest monthly average for the crude oil benchmark since September 2012. West Texas Intermediate (WTI) crude oil front month futures prices also increased in January, averaging $94.83 per barrel. Prices also continued to move higher in early February.

EIA expects that the Brent crude oil spot price, which averaged $112 per barrel in 2012 and rose to $119 per barrel in early February 2013, will average $109 per barrel in 2013 and $101 per barrel in 2014. The projected discount of West Texas Intermediate (WTI) crude oil to Brent, which averaged $18 per barrel in 2012, averages $9 per barrel in 2014 as planned new pipeline capacity lowers the cost of moving midcontinent crude oil to the Gulf Coast refining centers.

Hydropower generation expected to recover despite snow drought in the West ›

In our April Short-Term Energy Outlook (STEO), we expect U.S. hydropower generation will increase by 5% in 2026 but remain 1.8% below the 10-year average following snow drought conditions in some states. Hydropower generation in 2025 increased to 245 billion kilowatthours (BkWh), about 4 BkWh more than the record-low generation year 2024. In 2026, we expect generation will be 259 BkWh, which would represent 6% of U.S. electricity generation. More
