Duties
Rachelle Reeder serves as the Director for the Office of Survey Operations, leading frame support, respondent communication, collection management, processing, and micro-analysis of energy data across EIA's survey programs.
Biography
Before serving as Director, Rachelle was the Team Lead for the Frame Management Team within the Office of Survey Operations. In this role, she oversaw survey frame management activities and supported numerous EIA survey programs by improving operational processes, strengthening respondent and communication management practices, and advancing modernization initiatives. She collaborated extensively across EIA to streamline systems, increase efficiency, and enhance survey operations.
Rachelle began her federal career as an IT Specialist at the U.S. Census Bureau, where she supported an agency-wide effort to convert legacy COBOL applications into SAS-based systems. She then managed a team within the Sampling Frame and Research Development branch, where she transformed the directory of local governments and initiated the 2012 Government Units Survey, which earned her a Bronze Medal. This early technical experience provided a strong foundation in information systems, survey processing, and process automation that continues to inform her leadership approach today.
Beginning her career as an IT Specialist and later transitioning to a survey statistician, Rachelle developed a unique blend of technical, analytical, and leadership skills that have defined her federal career. Her experience in survey management, data collection, and organizational leadership has positioned her as a champion for innovation and continuous improvement in federal statistical programs.
Rachelle holds a BS in computer science from Lincoln University and an MS in information systems from Strayer University.
