The Effects of the Alaska Oil and Natural Gas Provisions of H.R. 4 and S. 1766 on U.S. Energy Markets

This service report addresses the Alaskan oil and natural gas provisions of H.R. 4 and S. 1766. The estimated effects of the provision in H.R. 4 proposing crude oil production in the Arctic National Wildlife Refuge (ANWR) and of the provision in S. 1766 concerning the construction of a pipeline bringing Alaskan natural gas to the Lower 48 States are presented.

Impact of Renewable Fuels Standard/MTBE Provisions of S. 1766

This service report addresses the Renewable Fuels Standard (RFS)/methyl tertiary butyl ether (MTBE) provisions of S. 1766. The ¿S. 1766¿ Case reflects provisions of S. 1766 including a renewable fuels standard (RFS) reaching five billion gallons by 2012, a complete phase-out of MTBE within four years, and the option for States to waive the oxygen requirement for reformulated gasoline (RFG).

This service report addresses the provisions of S. 1766 and H.R. 4 that pertain to research, development, and deployment goals for a range of energy technologies. Specific draft language is taken from S. 1766. Quantitative description is offered for some of the goals and programs, while the remaining provisions are discussed qualitatively. Following the discussion of R&D, two separate topic areas are analyzed: the Price-Anderson Act (S.1766, Sec. 501-508, H.R. 2983), and Hydro Relicensing (S.1766, Sec. 301-308, H.R. 4, Sec. 401-402).

Impacts of a 10-Percent Renewable Portfolio Standard

This service report addresses the renewable portfolio standard provision of S. 1766. At Senator Murkowski¿s request it also includes an analysis of the impacts of a renewable portfolio standard patterned after the one called for in S. 1766, but where the required share is based on a 20 percent RPS by 2020 rather than the 10 percent RPS called for in S. 1766.

They start from January 1996 to December 2001 for petroleum products and October 2001 for NG. Five sets of time series are accessible: (1) Petroleum Product Prices, (2) Petroleum Product Sales, (3) Petroleum Product Stocks, (4) Natural Gas Prices, (5) Natural Gas Production and Sales. The data are extracted from the Oil and Gas Information Resource System (OGIRS).

Emissions of Greenhouse Gases in the United States 2000: Summary

Summary version of the full report titled Emissions of Greenhouse Gases in the United States 2000 (released November 9, 2001). This report contains estimates of carbon dioxide, methane, and nitrous oxide emissions. Also included are estimated emissions of other gases (hydrofluorocarbons, perfluorocarbons and sulfur hexafluoride).

This service report assesses the impacts of more stringent corporate average fuel economy standards on energy supply, demand, and prices, macroeconomic variables where feasible, import dependence, and emissions. This study addresses the provisions of H.R. 4, S. 804, and S. 517 that pertain to light vehicle fuel economy in the transportation sector. A qualitative discussion is provided for the alternative fuels provisions included in S. 1766 and H.R. 4.

EIA Requests Public Comments on Natural Gas Surveys

EIA issued a Federal Register notice requesting public comments on a proposed three-year extension with changes to EIA's natural gas surveys (EIA-176, EIA-191, EIA-857, EIA-895, EIA-910, and EIA-912). Copies of the proposed survey forms and instructions are available on EIA¿s web site. Comments should be submitted to EIA by April 26, 2002.

This presentation before the North American Gas Storage Conference in Houston, Texas, on Feb. 6, 2002 included background information on natural gas storage and selected projections from the January Short-Term Energy Outlook and the Annual Energy Outlook 2002. The projected growth in gas-fired electric power generation is expected to be a key area of concern for storage operations in years to come. The presentation concluded with a status report on the EIA project to initiate the collection and dissemination of weekly underground natural gas storage data.
