ISO-NE announces results for the 14th Forward Capacity Market auction

On February 5, 2020, the Independent System Operator for New England (ISO-NE) announced the results of its 14th annual Forward Capacity Market (FCM) auction. ISO-NE holds the auctions to ensure that the New England power system will have sufficient electricity supply resources to meet the future demand for electricity. In this most recent auction, ISO-NE secured electric generating capacity covering June 1, 2023, through May 31, 2024.

In the U.S. Energy Information Administration's (EIA) February Energy Outlook (STEO), EIA forecasts the Lower 48 working natural gas in storage (stocks) will end the 2019–20 heating season (November 1–March 31) at 1,935 billion cubic feet (Bcf), or 243 Bcf more than the five-year average. In the forecast, net injections during the refill season (April 1–October 31) will bring working gas stocks to about 4,029 Bcf, which would be the most natural gas in U.S. inventory on record as of the end of October 2020.

Short-Term Energy Outlook

EIA expects global petroleum and liquid fuels demand will average 100.3 million barrels per day (b/d) in the first quarter of 2020. This demand level is 0.9 million b/d less than forecast in the January STEO and reflects both the effects of the coronavirus and warmer-than-normal January temperatures across much of the northern hemisphere. EIA now expects global petroleum and liquid fuels demand will rise by 1.0 million b/d in 2020, which is lower than the forecast increase in the January STEO of 1.3 million b/d in 2020, and by 1.5 million b/d in 2021.

In November 2019, for the 31st consecutive month, dry natural gas production increased year to year for the month. The preliminary level for dry natural gas production in November 2019 was 2,896 billion cubic feet (Bcf), or 96.5 Bcf/d. This level was 7.4 Bcf/d (8.3%) higher than the November 2018 level of 89.2 Bcf/d. The average daily rate of dry production was the highest for any month since EIA began tracking monthly dry production in 1997.

The U.S. Energy Information Administration (EIA) reported Lower 48 states’ net withdrawals from storage of 201 billion cubic feet (Bcf) for the week ending January 24, 2020. This week’s estimate is the largest net withdrawal from stocks so far in the 2019–20 heating season (October 31–March 1) and the largest total net withdrawal from working gas since EIA’s February 1, 2019 report last winter.

Estimated daily natural gas use for power generation has averaged about 28.4 billion cubic per day (Bcf/d) so far this winter (November 1, 2019–January 29, 2020) and is up about 3 Bcf/d, or 12%, compared with the same period in 2018–19. Power burn, estimated based on S&P Global Platts data, reached 34 Bcf/d on January 20, 2020, the second-highest natural gas use for power during a day in the winter.
ISO-New England’s annual Forward Capacity Market auction set to take place on February 3, 2020

On Monday, February 3, 2020, the Independent System Operator for New England (ISO-NE) will open its annual Forward Capacity Market (FCM) auction. ISO-NE uses the FCM auctions to ensure that the New England power system will have sufficient resources to meet future demand for electricity. Owners of various resources compete in the annual auctions to obtain a Capacity Supply Obligation (CSO) in exchange for receiving a market-priced capacity payment. The payments provide incentives for investing in new resources and also provide a stable revenue stream for existing power resources that help meet peak load on the system.

Consumption of natural gas for power generation was up 7.5% compared with November 2018. The average residential retail price of electricity for November 2019 was up 1.1% from what it had been in November 2018.
