Duties

James Preciado serves as the Assistant Administrator for Market Analysis and Statistics. He oversees the development and dissemination of various data sets and analytical reports across multiple energy sectors for EIA.

Biography

Since joining EIA in 2009, James has played an essential role in advancing the agency’s mission. Most recently, as Director of the Office of Energy Production and Market Analysis from 2023 to 2026, James led the development of comprehensive forecasts for energy prices, consumption, production, and trade across all fuel types for the Short-Term Energy Outlook (STEO). His office was also responsible for writing the majority of EIA’s Today in Energy articles. Under his leadership, EIA launched major initiatives that significantly strengthened its analytical abilities, while James’s expert insights into energy markets directly informed policymakers and stakeholders on critical issues.

Prior to this, James served as Director for Integrated and International Energy Analysis from 2020 to 2023, overseeing flagship analytical publications such as the Annual Energy Outlook (AEO) and International Energy Outlook (IEO). During this period, he led EIA’s rapid response to global oil disruption events, delivering crucial analysis and actionable data to government leaders. Earlier, as Liquid Fuels Markets Team Leader from 2016 to 2020, James guided a team of modelers specializing in refining and was recognized as EIA’s primary subject matter expert for liquid fuels.

Beginning his EIA career as a statistician, James managed key petroleum product data surveys and implemented innovative projects that improved data processing efficiency. He pioneered EIA’s first study of the connections between physical and financial energy markets, regularly contributed to STEO oil price forecasts, and authored the monthly Market Prices and Uncertainty Report.

James holds an MS from Claremont Graduate University and a BA from The College of New Jersey.
