On January 9, 2003, Senators John McCain and Joseph I. Lieberman introduced S.139, the Climate Stewardship Act of 2003 (S.139), in the U.S. Senate. S.139 would establish regulations to limit greenhouse gas emissions primarily through an emission allowance program and related emissions reporting requirements. The emissions allowance program would apply to most greenhouse gas emissions sources, the exceptions being the emissions from the residential and agriculture sectors, as well as emissions from organizational entities whose annual emissions are less than a certain threshold. The flash estimate is based on data published in the Energy Information Administration's Monthly Energy Review (May 2003) and the Petroleum Supply Annual 2002. These estimates are considered to be preliminary. More detailed estimates of Greenhouse Gas Emissions from all sources, energy and non-energy, will appear in the report Emissions of Greenhouse Gases in the United States, 2002, which is scheduled to be released in October 2003.

EIA Requests Comments on Revisions to Three Electric Power Surveys

EIA issued a Federal Register notice to solicit comments on proposed revisions to three existing electric power surveys: Form EIA-826, ¿Monthly Electric Sales and Revenue with State Distributions Report,¿ Form EIA-861, ¿Annual Electric Power Industry Report,¿ and Form EIA-906, ¿Power Plant Report.¿ Comments must be filed by August 25, 2003.
U.S. Nuclear Reactors Summaries

Each of the 104 licensed commercial nuclear reactors in the United States is identified by type, capacity (revised to include up rates), manufacturer, operator, and owner. A brief description accompanies each nuclear power plant. Data include reactor's output and capacity factor in 2001 and 2002. The format has been revised to simplify sorting (sort alphabetically, or by State) and expedite access.

Electric Power Monthly

This report is now available on EIA's Electricity page. The publication has been redesigned to incorporate improved statistics and provide more detailed data. This report now shows tables that are separated into two main categories: Electric Power Sector (Electric Utilities and Independent Power Producers) and Combined Heat and Power Producers (Commercial and Industrial.) All data pertaining to these categories are presented together, thus providing an integrated view of the electric power industry. Additionally, the level of aggregation has been revised. The lowest level of aggregation is at the State level, with greater detail available in other Web products. Also, the publication provides rolling 12-month totals in the national overviews, as appropriate. Appendix D describes the reasoning behind the changes and their effect on electric power publications. View an on-line summary

On the EIA States page, click on the desired State on the US Map and then select the desired time series under Natural Gas; Or, from the right column of the EIA States page you can go directly to the EIA Monthly Time Series Data for each State. Two sets of Natural Gas time series have been updated: (1) Prices, (2) Production and Use. The series start from January 1997 and go through January 2003. The data are extracted from the Oil and Gas Information Resource System (OGIRS).

The Impact of Environmental Compliance Costs on U.S. Refining Profitability, 1995 - 2001

Following the sharp decline in profitability during the 1988 to 1995 period, U.S. petroleum refining and marketing operations experienced an upswing in profitability during the 1996 to 2001 period, along with an increase in capital expenditures. This study focuses on the 1996 to 2001 period (and is a follow-up to the previously-released 1997 report that analyzed the 1988 to 1995 period) and analyzes the sources of increased profitability in U.S. refining/marketing, including the role of the costs of compliance with environmental laws and their implementation. While the primary focus is on the 1996 to 2001 period, the report also presents data for the 1988 to 1995 period.
