This report responds to a request from Chairman Henry Waxman and Chairman Edward Markey for an analysis of H.R. 2454, the American Clean Energy and Security Act of 2009 (ACESA). ACESA, as passed by the House of Representatives on June 26, 2009, is a complex bill that regulates emissions of greenhouse gases through market-based mechanisms, efficiency programs, and economic incentives.

Despite the economic slowdown in exports and domestic demand in the past year, Chinas demand for energy remains high. China has emerged from being a net oil exporter in the early 1990s to become the worlds third-largest net importer of oil in 2006. Natural gas usage in China has also increased rapidly in recent years, and China has looked to raise natural gas imports via pipeline and liquefied natural gas (LNG). China is also the worlds largest producer and consumer of coal, an important factor in world energy markets.

EIA's primary report of recent energy statistics: total energy production, consumption, and trade; energy prices; overviews of petroleum, natural gas, coal, electricity, nuclear energy, renewable energy, and international petroleum; and data unit conversions. Over the first half of 2009, U.S. crude oil and natural gas plant liquids production was estimated to be 2 percent higher and 3 percent higher than comparable periods in 2008 and 2007, respectively; petroleum net imports were estimated to be 8 percent lower and 15 percent lower; and products supplied (a surrogate measure for consumption) was estimated to be 6 percent lower and 10 percent lower. The July, 2009 issue of the Monthly Flash Estimate (MFE) of Electric Power Data is now available on EIA's Electricity page. MFE provides an early look at the highlights of the upcoming Electric Power Monthly publication and presents tables of electricity generation, fuel consumption for generation, fossil fuel stocks, and average retail sales and prices of electricity. MFE precedes the next issue of EPM by three weeks. The current issue covers an early review of the May, 2009 electricity data. Canada Country Analysis Brief

Canada has considerable natural resources and is one of the worlds largest producers and exporters of energy. In 2006, Canada produced 19.3 quadrillion British Thermal Units (Btu) of total energy, the fifth-largest amount in the world. Since 1980, Canadas total energy production has increased by 87 percent, while its total energy consumption has increased by only 44 percent. Almost all of Canadas energy exports go to the United States, making it the largest source of U.S. energy imports. Canada is consistently among the top sources for U.S. oil imports, and it is the largest source of U.S. natural gas and electricity imports. Recognizing the importance of the energy trade between the two countries, both participate in the North American Energy Working Group, which seeks to improve energy integration and cooperation between Canada, the U.S., and Mexico.

OPEC Revenues Fact Sheet

Based on projections from the EIA July 2009 Short-Term Energy Outlook (STEO), members of the Organization of the Petroleum Exporting Countries (OPEC) could earn $545 billion of net oil export revenues in 2009 and $672 billion in 2010. Last year, OPEC earned $968 billion in net oil export revenues, a 42 percent increase from 2007. Saudi Arabia earned the largest share of these earnings, $285 billion, representing 29 percent of total OPEC revenues. On a per-capita basis, OPEC net oil export earning reached $2,680 in 2008, a 40 percent increase from 2007.
