How much oil consumed by the United States comes from foreign countries?

The U.S. Energy Information Administration (EIA) cannot determine precisely how much of the crude oil imported into (or produced in) the United States is consumed in the United States. Crude oil that is imported into the United States is usually refined into petroleum products, such as gasoline, diesel fuel, heating oil, and jet fuel, which are then consumed in the United States, exported, or added to inventories. Some imported crude oil may be added to (and mixed with domestic crude oil) in storage (inventories), some of which may later be re-exported (along with the domestically produced crude oil).

In 2023, U.S. crude oil production averaged about 12.933 million barrels per day (b/d), crude oil imports averaged about 6.478 million b/d, and crude oil exports averaged about 4.058 million b/d, with net crude oil imports averaging about 2.420 million b/d.

In 2023, U.S. total petroleum production (crude oil, natural gas plant liquids, biofuels, and refinery processing gain) averaged about 21.691 million b/d. Total petroleum imports (including crude oil) averaged about 8.514 million b/d and total petroleum averaged about 10.150 million b/d. This was the fourth consecutive year (since at least 1949) that annual total petroleum exports were greater than total petroleum imports.
