Short-Term Energy Outlook

Global oil prices. The Brent crude oil price in our forecast averages $69 per barrel (b) this year, which is $3/b higher than in last month’s STEO, which was released just before the conflict over Iran’s nuclear program escalated in mid-June. The increase in the forecast is driven largely by higher near-term prices due to a more significant geopolitical risk premium from the conflict. Despite the risk premium, we expect significant global oil inventories builds will put consistent downward pressure on oil prices over the forecast period, with the Brent price averaging $58/b in 2026. This forecast was completed before OPEC+ announced on July 5 that it would raise production targets for August. The announced targets are somewhat higher than the target we assumed when compiling this outlook.

The Quarterly Coal Distribution Report (QCDR) provides detailed U.S. domestic coal distribution data (excluding waste coal and imports) for first-quarter 2025 by coal-origin state, coal-destination state, mode of transportation, and consuming sector. Quarterly coal distribution data for all quarters are preliminary and will be updated in the corresponding Annual Coal Distribution Report.

Quarterly Coal Report—First-Quarter 2025

U.S. coal production during the first quarter of 2025 totaled 132.3 million short tons (MMst), which was 3.4% higher than the previous quarter and 1.9% higher than the first quarter of 2024. First-quarter 2025 U.S. coal exports (24.4 MMst) decreased 11.8% from the fourth-quarter 2024 level and decreased 8.9% from the first-quarter 2024 level. U.S. coal imports in the first quarter of 2025 totaled 0.6 MMst. All data for 2023 and previous years are final. All data for 2024 and 2025 are preliminary.

Report on Iranian Petroleum and Petroleum Products Exports

This report fulfills Section 4 of the Stop Harboring Iranian Petroleum Act, or the SHIP Act, which requires the Administrator of the U.S. Energy Information Administration to submit a report describing “Iran’s growing exports of petroleum and petroleum products” to the appropriate congressional committees. The act details 11 elements to be included in the report, including information on Iran’s export and sale of petroleum and petroleum products, Iran’s labeling practices of exported petroleum and petroleum products, and companies, ships, and ports involved in the export and sale of Iran’s petroleum and petroleum products. The initial report was published in October 2024. This is the 2025 annual supplement.

U.S. Movements of Crude Oil By Rail

Monthly data on rail movements of crude oil are available for April 2025. Crude oil movements by rail have significantly increased over the past five years. The new data on crude-by-rail (CBR) movements are also fully integrated with EIA’s existing monthly petroleum supply statistics, which already include crude oil movements by pipeline, tanker, and barge.

State Energy Data System: Complete set of state-level estimates through 2023

The State Energy Data System (SEDS) now features annual state-level estimates of energy production, consumption, prices, expenditures, and indicators through 2023. SEDS also includes state-level estimates of carbon dioxide (CO2) emissions from energy consumption by sector and energy source for the first time.

The Monthly Energy Review is our comprehensive report on recent and historical energy statistics. According to our June 2025 report, preliminary estimates indicate that U.S. total primary energy consumption equaled 7.8 quadrillion British thermal units in March 2025, a 1% increase from March 2024. Primary energy consumption in the electric power sector accounted for 31% of the total, the transportation sector for 30%, the industrial sector for 24%, the residential sector for 9%, and the commercial sector for 6%.

U.S. Crude Oil and Natural Gas Proved Reserves, Year-End 2023

According to its U.S. Crude Oil and Natural Gas Proved Reserves, Year-End 2023 report, crude oil and lease condensate proved reserves decreased 4% and natural gas proved reserves decreased 13% from the record highs established in 2022—the first annual decline in U.S. proved reserves since 2020.

Electric Power Monthly

The June 2025 Electric Power Monthly (EPM) includes data through April 2025. Year-over-year net generation in the United States increased 3.9% in April. Coal consumption for power generation increased 22.3% and the average residential retail electricity price increased 3.5% compared with last April. Puerto Rico’s electricity sales, revenue, customers, and average price data are now available in Chapter 8.

Refinery Capacity Report

Data series include fuel, electricity, and steam purchased for consumption at refineries; refinery receipts of crude oil by method of transportation; current and projected atmospheric crude oil distillation, and downstream charge and production capacities of selected products. Respondents include all operating and idle petroleum refineries (including new refineries under construction), non-refinery operators of distillation, reforming, cracking, coking, and hydrotreating processes, and refineries shut down during the previous year. These refineries are located in the 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and other U.S. possessions.
