Short-Term Energy Outlook

Global oil market assumptions. On June 18, the United States and Iran signed a memorandum of understanding (MOU) to end the conflict and open the Strait of Hormuz. Following the signing and increased traffic through the strait, we have raised our expectations for global oil production for the rest of this year. We now expect most crude oil production to return to near pre-conflict averages by the end of this year and for the majority of shut-in crude oil production to be back online in the first quarter of 2027 (1Q27).

The Quarterly Coal Distribution Report (QCDR) provides detailed U.S. domestic coal distribution data (excluding waste coal and imports) for first-quarter 2026 by coal-origin state, coal-destination state, mode of transportation, and consuming sector. Quarterly coal distribution data for all quarters are preliminary and will be updated in the corresponding Annual Coal Distribution Report.

First-quarter 2026 U.S. coal exports (23.7 MMst) increased 0.9% from the fourth-quarter 2025 level and decreased 3% from the first-quarter 2025 level. U.S. coal imports in the first quarter of 2026 totaled 0.7 MMst. All data for 2024 and previous years are final. All data for 2025 and 2026 are preliminary.

Refinery Capacity Report

Data series include fuel, electricity, and steam purchased for consumption at refineries; refinery receipts of crude oil by method of transportation; current and projected atmospheric crude oil distillation, and downstream charge and production capacities of selected products. Respondents include all operating and idle petroleum refineries (including new refineries under construction), non-refinery operators of distillation, reforming, cracking, coking, and hydrotreating processes, and refineries shut down during the previous year. These refineries are located in the 50 States, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, Guam, and other U.S. possessions.

Data in the June 2026 Electric Power Monthly are for April 2026, when net generation in the United States increased 3.2% from April 2025. Coal consumption for power generation was down 12.7% compared with the previous year. The average residential retail price of electricity was up 7.3% from April 2025.
