Country Analysis Note

  • Although not a significant producer of liquid fuels, the Netherlands plays an important role as an European liquid fuels transportation and processing hub. The Netherlands is among the largest importers and exporters of crude oil and petroleum products in the world. A number of large producers transport crude oil to Dutch ports, most notably Rotterdam, a considerable proportion of which is then re-exported either as crude or as refined product.
  • The Netherlands is a major petroleum liquids refining and storage center. In total, the country had approximately 190 million barrels of storage capacity, with the majority (about 80 million barrels) located in Rotterdam in 2011, according to the IEA. Rotterdam harbor is the third-largest marine bunker harbor, after Singapore and Shanghai. Additionally, oil storage is extensive at the Vlissingen and Amsterdam ports. The country had about 1.2 million barrel per day (bbl/d) of crude oil refining capacity at the beginning of 2014, according to Oil and Gas Journal.
  • The Netherlands is the second-largest producer and exporter of natural gas in Europe, following Norway. The country produced more than 2.8 trillion cubic feet (Tcf) in 2012. Most of its natural gas fields are located offshore in the North Sea, although a number of them are located onshore, including Groningen, one of the ten largest natural gas fields in the world. The government has capped production at Groningen, which accounts for approximately 75% of the country's natural gas output, at 1.5 Tcf per year from 2006 through 2015 as part of a policy to stem reserve declines and encourage production from smaller fields.
  • Natural gas produced in the Netherlands is shipped via an extensive domestic and export pipeline system, which connects the country with United Kingdom, Germany, and Belgium. In addition to pipeline natural gas, the Netherlands now serves as a transport hub for liquefied natural gas (LNG). The Gas Access to Europe (GATE) LNG import terminal became operational in September 2011, with imported volumes purchased by Austrian, Danish, and German distribution and utility companies.
  • Petroleum accounted for nearly 51% of Dutch energy consumption in 2012. EIA estimates that the Netherlands consumed about 990,000 bbl/d of oil in 2013, but domestically produced only 59,000 bbl/d. The country imported crude oil primarily from Russia, Nigeria, the United Kingdom, Saudi Arabia, and Norway. Natural gas accounted for approximately 36% of total energy consumption in 2012, most of which is consumed by the electric power, residential, and commercial sectors. Coal, which the Netherlands imports mostly from Colombia, the United States, Russia, and South Africa, is mainly used for electric power generation.
  • The Netherlands generated approximately 97.4 terawatthours of electricity in 2012, mostly from fossil fuel-fired power plants. More than 15% of the Netherland's electricity is generated from renewable sources, mainly biomass and waste (10% of the total) and wind (5% of the total). The Dutch power system is connected to Norway and the United Kingdom via high voltage lines that run along the North Sea bed.
