Country Analysis Note

  • As a net oil importer, Cuba produced 51,000 barrels per day (bbl/d) of oil in 2012 and consumed 171,000 bbl/d. Cuba imports most of its oil from Venezuela.
  • As of January 2013, Cuba had 124 million barrels of proven crude oil reserves. The prospects of finding oil in the deep waters off the northern coast of Cuba attracted many oil and gas companies from around the world. However, offshore deepwater exploration activity has yielded unsuccessful results. Companies that have pursed exploration activities in Cuba in the past include Brazil's Petrobras, Spain's Repsol S.A., Malaysia's Petronas, and Venezuela's Petroleos de Venezuela S.A. (PdVSA), according to the Wall Street Journal. Most recently, the Russia's Zarubezhneft decided to postpone drilling until 2014 after experiencing technical difficulties while drilling. Geological and technological challenges have limited rig operations in the area.
  • Cuba has four refineries. All refineries are owned by Cuba Petroleos, the state owned oil and gas company. They are the Nico Lopez, Ermonos Dias, Cienfuegos, and Serhio Soto located in Havana, Santiago, Cienfuegos, and Cabaiguan, respectively, with a total crude oil distillation capacity of 301,400 bbl/d, according to the Oil and Gas Journal.
  • The largest of the four refineries, Niko Lopes, has a crude oil distillation capacity of 121,800 bbl/d. The Cienfuegos refinery was revived in 2007 because of an agreement between the Cuban state-owned Cubapetroleo (Cupet) and PdVSA. The refinery only processes Venezuelan crude and has a capacity of 76,000 bbl/d.
  • In an effort to diversify the energy portfolio, Cuba is planning to build solar farms around the country. Cuba opened its first solar farm in 2013 and plans to bring six more on line. Cuba had been generating power from solar panels, but on a much smaller scale.
