Who can access CIPSEA data

Identifiable information protected under CIPSEA may be shared for statistical use.
An EIA employee or contractor who works with survey data or for specific statistical studies that use CIPSEA-protected data can access the information. A person must take this CIPSEA training and sign a certificate prior to accessing the information. Survey managers designate staff for training prior to working with the survey data. Persons who need access to CIPSEA information for specific statistical studies also need the approval of the director of the office sponsoring the survey.
CIPSEA allows a statistical agency to designate other agents, besides contractors, to access identifiable information protected under CIPSEA as long as the agent's access is properly controlled by EIA. These agents function under the agency umbrella, i.e., they are under the supervision of EIA employees through contracts or special agreements. A written agreement that designates specific individuals as agents of EIA is required before sharing CIPSEA—protected information outside of EIA. Also, each individual who is designated as an agent of EIA and is not a federal employee is required to sign an Affidavit of Nondisclosure. An example of a temporary, unpaid agent of EIA is a researcher who submitted an approved application in the Standard Application Process portal to access CIPSEA data for statistical purposes.
