Question 5 – FOIA versus CIPSEA-protected data

You are the survey manager for a survey protected under CIPSEA, and you receive a request under the Freedom of Information Act (FOIA) for company-level records submitted on your survey form for 2016. The requester is a professor at a university and wants to use the records for a statistical research project. How should you respond to the requester?
