Question 5 – Should CIPSEA information be released in response to a FOIA request?

You are the lead analyst for a survey protected under CIPSEA, and you receive a request under the Freedom of Information Act (FOIA) for company-level records submitted on your survey form for 2024. The requester is a professor at a university and wants to use the records for a statistical research project. How should you respond to the requester?
