What is a nonstatistical purpose?

Nonstatistical purpose means the use of data in identifiable form for any purpose that is not a statistical purpose, including any administrative, regulatory, law enforcement, adjudicatory, or other purpose that affects the rights, privileges, or benefits of a particular identifiable respondent.
Identifiable information collected under CIPSEA may not be used for nonstatistical purposes without a survey respondent's written informed consent.
Under CIPSEA, releasing information pursuant to a request made under Section 552 of Title 5, United States Code, commonly known as the Freedom of Information Act (FOIA), is included under nonstatistical purposes
  • Exemption No. 3 under FOIA prohibits information from disclosure by another federal law, which includes CIPSEA
  • All CIPSEA information should be withheld from public release in responding to a FOIA request by applying Exemption No. 3 under FOIA
