Who decides which surveys are protected by CIPSEA?
The EIA Administrator, in his or her sole discretion, decides which surveys are protected under CIPSEA. However, the U.S. Office of Management & Budget needs to approve an agency’s request to change a survey’s pledge from CIPSEA to non-CIPSEA.
Prior to collecting any information, respondents are informed that:
The data will be protected under CIPSEA,
The information will be treated as confidential,
AND
The information will be used only for statistical purposes unless the respondent provides informed consent to allow for nonstatistical uses.
