Agencies collecting information protected under CIPSEA must:
Inform respondents about the confidentiality protection and use of the information
Collect and handle confidential information to minimize risk of disclosure, including properly training employees
Ensure the information is used only for statistical purposes
Review information prior to its public release to prevent identifiable information from being reasonably inferred by either direct or indirect means
Maintain a list of persons who access data protected under CIPSEA
Supervise and control agents who access confidential information under a signed contract or other agreement
