We are proposing revisions and requesting a three-year extension of the Coal Markets Reporting System (CMRS), as required under the Paperwork Reduction Act of 1995. The CMRS consists of five surveys:
The CMRS collects, evaluates, assembles, analyzes, and disseminates information on coal production, sales, technology, reserves, quality, consumption, receipts, stocks, prices, and related economic and statistical information. We use this information to assess the adequacy of coal and other energy resources to meet near- and long-term domestic demands and to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment.
We announced the proposed revisions to the public via a Federal Register Notice (FRN) on January 13, 2023. The FRN asks the public to submit comments to us by March 14, 2023. We have since reviewed and addressed each filed comment, and we submitted the final package to the Office of Management and Budget (OMB), including a list of the comments and our responses.
On May 31, 2023, we published a second FRN to allow the public to comment on the proposed changes until June 30, 2023. This notification specifies that the comments should now go directly to OMB. You can leave written comments on OMB’s Information Collection Review page. You can find our posting by selecting Currently under 30-day Review—Open for Public Comments or by using the search function. OMB will review the comments and might ask EIA for further documentation or clarification. If the proposal is approved, we expect these changes to be effective beginning in September 2023.
