Proposed Changes to Coal Markets Survey Form Changes for 2023 Comments Due to OMB by June 30, 2023

Released: January 13, 2023 Federal Register Notice PDF | Updated: May 31, 2023 Federal Register Notice PDF

We are proposing revisions and requesting a three-year extension of the Coal Markets Reporting System (CMRS), as required under the Paperwork Reduction Act of 1995. The CMRS consists of five surveys:

  • EIA-3, Quarterly Survey of Industrial, Commercial, & Institutional Coal Users (PDF, instructions included)
  • EIA-7A, Annual Survey of Coal Production and Preparation (PDF, instructions included)
  • EIA-8A, Annual Survey of Coal Stocks and Coal Exports (PDF, instructions included)
  • EIA-6, Emergency Coal Supply Survey (Standby) (PDF, instructions included)
  • EIA-20, Emergency Weekly Coal Monitoring Survey for Coal Burning Power Producers (Standby) (PDF, instructions included)

The CMRS collects, evaluates, assembles, analyzes, and disseminates information on coal production, sales, technology, reserves, quality, consumption, receipts, stocks, prices, and related economic and statistical information. We use this information to assess the adequacy of coal and other energy resources to meet near- and long-term domestic demands and to promote sound policymaking, efficient markets, and public understanding of energy and its interaction with the economy and the environment.

We announced the proposed revisions to the public via a Federal Register Notice (FRN) on January 13, 2023. The FRN asks the public to submit comments to us by March 14, 2023. We have since reviewed and addressed each filed comment, and we submitted the final package to the Office of Management and Budget (OMB), including a list of the comments and our responses.

On May 31, 2023, we published a second FRN to allow the public to comment on the proposed changes until June 30, 2023. This notification specifies that the comments should now go directly to OMB. You can leave written comments on OMB’s Information Collection Review page. You can find our posting by selecting Currently under 30-day Review—Open for Public Comments or by using the search function. OMB will review the comments and might ask EIA for further documentation or clarification. If the proposal is approved, we expect these changes to be effective beginning in September 2023.

For further information on this action, direct email inquiries to the coal team’s mailbox. If you need additional information, contact Rosalyn Berry as soon as possible.
