Short-Term Energy Outlook notice about changes to report charts

EIA has changed the STEO charts beginning in the July 2018 STEO.
The charts are now static images instead of interactive charts. As shown in this current release, STEO will no longer include the interactive charts. See below for the difference in functionality.
