Indonesia withdrew from OPEC in January 2009, rejoined in 2016 and withdrew again in December 2016, Angola joined OPEC in January 2007, Ecuador withdrew from OPEC in January 1993, rejoined in November 2007, and withdrew in January 2020, and Gabon withdrew from OPEC in July 1996 and and rejoined in July 2016, Equatorial Guinea joined OPEC in May 2017, Congo (Brazzaville) joined OPEC in June 2018, and Qatar withdrew from OPEC in January 2019. Net imports of crude oil includes crude oil imported for storage in the Strategic Petroleum Reserve. On December 18, 2015, the U.S. enacted legislation authorizing the export of U.S. crude oil without a license. Exports to embargoed or sanctioned countries continue to require authorization. Prior to December 2015, crude oil exports were restricted to: (1) crude oil derived from fields under the State waters of Cook Inlet of Alaska; (2) Alaskan North Slope crude oil; (3) certain domestically produced crude oil destined for Canada; (4) shipments to U.S. territories; and (5) California crude oil to Pacific Rim countries. The Persian Gulf includes Bahrain, Iran, Iraq, Kuwait, Qatar, Saudi Arabia, and the United Arab Emirates. Net imports are calculated using zero for exports of distillate fuel oil with sulfur contents of 0-15 ppm and greater than 2000 ppm.
