CIPSEA Training

Question 2 – What is statistical use?

The Bureau of Labor Statistics (BLS) contacts you to request company-level outlet retail gasoline prices reported on Form EIA-878 Motor Gasoline Retail Price Report. This EIA survey is protected under CIPSEA. BLS also applies the CIPSEA statute to protect its survey data. BLS also collects retail gasoline prices from more than 900 outlets each month. They want access to the EIA retail gasoline price data to identify whether the same outlets are reporting in both EIA’s and BLS’s samples. For the outlets that match, BLS wants to use EIA retail outlet price data for their Consumer Price Index (CPI) price change calculations and to reduce reporting burden in their sample. Is the request from BLS a statistical purpose consistent with CIPSEA?

- Pick one answer -

A. No, comparing price data between two samples is a non-statistical purpose.
B. Yes, BLS uses CIPSEA to protect their data files, so sharing CIPSEA protected retail gasoline data is consistent with CIPSEA.
C. No, BLS is trying to reduce data collection costs and use EIA retail gasoline price to replace the price data reported by the BLS price collectors.
D. Yes, this is a statistical use. BLS wants to use the EIA retail gasoline price data to measure the rate of change in retail gasoline prices for their CPI price calculations.
