What does identifiable mean?

Identifiable means that you can identify from information that is publicly released, who reported that information or identify an attribute or identifying characteristic of a respondent. Releasing identifiable information protected under CIPSEA is a disclosure of confidential information and is a breach of the agency's CIPSEA pledge to respondents that their reported information will be protected

Types of identifiable information
Information such as names, addresses, telephone numbers, or establishment identification numbers can directly identify an individual or establishment with a high degree of certainty
Information that discloses a reported value of a survey respondent
Information that discloses whether a specific individual’s or business entity’s data are collected in a survey, which is commonly referred to as fact of filing
