(Discussion of natural gas supply and distribution picture)
Tracking energy supplies is a fundamental responsibility of EIA. EIA collects natural gas production and stock data, records detailed pipeline capacity information in a GIS, and monitors transmission and local distribution companies and the industry moves toward greater competition.
During preparation for Y2K, however, the need for a better understanding of the reliability of natural gas logistics became apparent. For Y2K, it was important to be able to distinguish between a routine outage and an unplanned Y2K outage.
Under greater competition, there may also be a tendency toward lower stocks, as is happening in the petroleum industry, thus putting a greater emphasis on the pipeline infrastructure and deliverability.
