Retail Unbundling - Wyoming


Status: Wyoming has one active customer choice pilot program.


Overview: Wyoming's residential choice program ("Choice Gas"), which was set up and approved by the Wyoming Public Service Commission, is in its seventh year of operation. The program originally allowed residential and small commercial customers in 10 eastern Wyoming communities to choose their natural gas suppliers. In 2002, the program was expanded to include customers in Kinder Morgan’s Casper and Gillette rate service areas, making choice mandatory for all of Kinder Morgan’s natural gas customers in Wyoming. The PSC also approved a regulated rate option for the choice gas program in the Casper and Gillette Divisions. In addition, the PSC initiated an investigation into all aspects of the Wyoming choice program and plans a series of public hearings in early 2003. The PSC will consider how well the choice program is serving the public interest and determine whether any modifications are needed. Four suppliers are participating in this year’s choice program that began on June 1, 2002, and runs through May 2003. About three-fourths of the customers are enrolled with Kinder Morgan’s marketing division.


EIA State Data: In 2001, Wyoming had 129,897 residential and 16,027 commercial customers. They consumed 11 and 10 billion cubic feet of natural gas, respectively. The average prices paid for natural gas purchased from local distribution companies by residential and commercial customers were $8.45 and $8.27 per thousand cubic feet, respectively. The average city gate price in the state was $6.39 per thousand cubic feet.
