In brief, in 2007, DOE released technology-specific information about the requested guarantees from the 2006 solicitation. Included in that information were the requested dollar amounts of the guarantees, by technology. It was assumed, basically, that the dollar amounts of the approved guarantees would be proportional to the requested dollar amounts.
