U.S. ENERGY INFORMATION ADMINISTRATION EIA Analyzes Impacts of the American Power Act Energy Market and Economic Impacts of the American Power Act of 2010, released today by the U.S. Energy Information Administration, responds to a request to analyze the American Power Act of 2010 (APA), as released by Senators Kerry and Lieberman on May 12, 2010. APA regulates emissions of greenhouse gases through market-based mechanisms, efficiency programs, and economic incentives. EIA prepared a range of analysis cases for this report to demonstrate the sensitivity of the results to areas of uncertainty, including the role of emission "offsets" and the timing, cost, and public acceptance of low- and no-carbon technologies in the electricity sector.
