What is this training all about?

CIPSEA stands for the Confidential Information Protection and Statistical Efficiency Act.
This law was passed by Congress as Title 5 of the E-Government Act of 2002.
Prior to the enactment of CIPSEA, an inadequate patchwork of federal laws protected data gathered for statistical purposes by different federal agencies.
This statute requires an agency to protect the confidentiality of the reported information and restricts the agency’s use to statistical purposes only. The restriction on limiting the use of information for statistical purposes is independent of the subject matter.
The statute requires the application of data protection methods to ensure that any data that are publicly released do not allow respondents to be identified. It also requires that physical data safeguards be applied to ensure that only authorized persons access the confidential data.
Currently, approximately 20% of EIA’s surveys are protected by CIPSEA. If you work with this kind of data, you need to know the requirements for working with survey information protected under CIPSEA.
